Abstract This Norm, consisting of 14 articles divided into four Chapters and three Annexes, establishes Rules and Procedures for the Import and Nationalization of Foreign Fishing Vessels. Fishing vessels to be imported and nationalized should comply with the purposes of promoting the development of fishing modalities considered strategic by the Secretariat of Aquaculture and Fisheries (SAP) of the Ministry of Agriculture, Livestock and Supply (MAPA), for full occupation of Brazilian Jurisdictional Waters and for promoting the technological advancement of the national fleet. Fishing modalities that may put fishery resources at risk that are already over exploited or that involve environmental risk in their operations may not be subject to import and nationalization. The import and nationalization of fishing vessels are subject to the granting of a Prior Fishing Permit by the Secretariat of Aquaculture and Fisheries of the Ministry of Agriculture, Livestock and Supply SAP / MAPA, for the exploitation of marine fishing resources distributed in waters under national jurisdiction, in high seas or in waters considered in international agreements to which Brazil is a signatory.
