This Norm MAPA enters into force 120 days after its publication.
Abstract

This Norm, consisting of 77 articles divided into seven Chapters and 53 Annexes, approves the International Agricultural and Livestock Surveillance System (VIGIAGRO), its rules and the technical, administrative and operational control and enforcement procedures for international trade and transit operations of agricultural products. Vigiagro implements the actions defined by the Secretariat of Agricultural Protection - SDA regarding the international transit of agricultural products, regulated by the Ministry of Agriculture, Livestock and Supply - MAPA. Vigiagro has the following principles: I - prevention and mitigation of risks, especially for agricultural production and human health; II - harmonization and simplification of inspection procedures; III - transparency and predictability in their actions; IV - greater use of information technology; V - risk management in supervision operations; VI - facilitation of the international safe trade of agricultural products; VII - efficiency in decision-making and in the completion of inspections; and VIII - coordinated intervention with other organs of the public administration.
