The purpose of this Norm is to establish the administrative and legal procedures to be adopted for performing the above mentioned analysis. In particular, the request to prioritize the analysis of the Rural Environmental Registry (CAR) should be formalized with the Secretariat through the opening of an administrative proceeding and comply with the provisions of this Norm. Flora's servers will be responsible to observe whether CAR's priority analysis request complies with the requirements established in this Norm, any disagreement and/or inconsistency between the information presented grounds for its rejection. When the CAR that is the subject of the priority analysis request process is canceled and a new registration for the same property is made in the National System of Rural Environmental Registry (SICAR), it is necessary to open a new procedure for the request for priority analysis.
