They require the doubling of the distances between temporary poultry litter field heaps and surface water features as well as requiring an authorisation for an individual field heap. They also ensure that poultry litter field heaps are not placed on soil that is water logged or in a location that is flooded or likely to flood. Other amendments concern: record-keeping by a controller; an appeal procedure where an application for an authorisation for temporary storage of poultry litter in a field heap is refused by the Department of the Environment; offences; and values for nitrogen excretion rates and total nitrogen content of slurry.
