In particular, section 4 empowers the Minister to establish an advisory committee composed of persons being broadly representative of the people of the Niagara Escarpment Planning Area; to advise and make recommendations to the Minister, as to the amendment and implementation of the Niagara Escarpment Plan, and, finally, to perform any other function assigned to it by the Minister.
