Articles 1 establishes that the Federal Office for Consumer Protection and Foodstuff Safety is the competent authority to enforce the afore-mentioned EU Regulation. This Regulation lays down rules for the placing of novel foods on the market within the European Union. The purpose of these provisions is to ensure the effective functioning of the internal market while providing a high level of protection of human health and consumers' interests. As a general principle, novel foods must be safe and if their safety cannot be assessed and scientific uncertainty persists, the precautionary principle shall be applied.
