Abstract

This National Water Resources Management Strategy (NWRMS) sets out the strategy to plan, develop, manage, protect and control the use of South Africa's water resources effectively for the future. This shall be achieved through an improved institutional framework, strengthening our sector capacity, and through various mechanisms and concepts, such as water re-use and water off-setting. The Strategy sets aims at following core objectives: water supports development and the elimination of poverty and inequality; water contributes to the economy and job creation, and; water is protected, used, developed, conserved, managed and controlled sustainably and equitably. Its major focus is equitable and sustainable access and use of water by all South Africans while sustaining our water resource (seeking to resolve supply-demand issues, water loss and water stress). Equity and redistribution will be achieved through the authorisation process and other mechanisms and programmes, such as water allocation reform, financial support to emerging farmers and support to urban and rural local economic development initiatives. The NWRS2 builds on the first NWRS published in 2004. It responds to priorities set by Government within the National Development Plan (NDP) and the National Water Act imperatives that support sustainable development.
