The plan is organised in 5 Volumes; 1) Summary; 2) Main Report; 3) Investment Portfolio; 4) Regional Plans; 5) Supporting Information. The Plan, contained in Volume 2, Part B, outlines eighty-four programs under eight clusters for 24 agencies under different ministries to implement projects. The NWMP consist of immediate plan to be implemented in the short term (2001-2006), indicative plan for medium term (2006-2011) and perspective plan for longer term (2011-2025).
