Abstract

The National Transformation Program is a multi-sectoral document developed to help, through building the institutional capabilities, fulfill “Saudi Arabia’s Vision 2030” and to identify the challenges faced by government bodies in the economic and development sectors. The Program has strategic objectives linked to interim targets based on the Vision to be implemented within the year 2020. It was launched across 24 government bodies in its first year and will be followed every year by phases involving more public bodies. The program uses innovative methods to identify challenges, seize opportunities, adopt effective planning tools, activate the role of the private sector, bring about implementation, and evaluate performances. Objectives of the NTP are (i) identifying the strategic objectives and targets of participating entities; (ii) translating strategic objectives into initiatives for the participating entities; and (iii) promoting joint action toward the achievement of common national goals, such as contributing to job creation, strengthening partnerships with the private sector, maximizing local content across sectors, and digital transformation. The Program shall be implemented in five phases, as follows: 1. Identifying the challenges faced by each Government entity; 2. Developing the designed initiatives, 3. Developing detailed implementation plans; 4. Promoting transparency in the publication of targets and outcomes; and 5. Periodic audits, ongoing monitoring, and follow-up ensure the continuous improvement and progress toward initiatives’ targets and the strategic objectives of the National Transformation Program.
