To this end, conditions must be created for the (public and private) decisions to shape the production with sufficient information and long-term targeting, addressing the risks and seizing the opportunities arising from climate change. The NSACC is a text of strategic orientation with a view to developing guidelines. As such, it does not analyze in depth the sectoral policies needed, nor does it decide on the feasibility of individual adaptation measures and actions at local/regional level and does not attempt to prioritize the indicative measures and actions proposed. These issues are at the heart of the Regional Climate Change Adaptation Plans (CFSPs) which will also specify the guidelines of the immediate adaptation priorities at the local level. The NSACC provides for an initial five-year horizon for developing adaptability and for prioritizing and implementing a first set of actions. The NSACC is an opportunity to formulate a strategic approach to climate change adaptation, launching a continuous process of consultation, review, updating and re-alignment of the strategy.
