Abstract

This National Standard regulates the stages of collection, harvesting, preparation, production, storage, transportation, packaging, labelling, import and sale of organic products, and also indicates the acceptable permitted input for fertilization and soil conditioning, pest and plant disease control, as well as food additives and processing aids. For labeling purposes, terms implying that organic production methods have been used apply only to products obtained from producers under the supervision of a notified body or certification body. The objectives of this standard are: (a) protection of consumers from deception and fraud in the market and unfounded claims to products; (b) protection of producers of organic products from false representation of other agricultural products as organic; (c) ensuring the possibility of testing at all stages of production, preparation, storage, transportation and marketing, as well as ensuring product compliance with the requirements of this standard; (d) harmonization of regulations on the production, certification, identification and labelling of organically grown products; (e) ensuring harmonization with international guidelines, rules and standards of organic food control systems, for the recognition of equivalent national systems; and (f) support and improvement of organic agricultural systems to protect the environment at the national and international level. This standard shall be applicable to the following products produced by organic production: (a) unprocessed plants and plant products, livestock and livestock products; (b) processed crops and livestock products intended for human consumption; (c) feedstuffs; (d) planting materials and seeds; (e) yeast used as food or feed; (f) aquaculture species; and (f) collection, harvesting and processing of wild flora species of plants, nuts, fruits, berries, mushrooms and medicinal plants. It shall not be applicable to wild fauna products (game) and GMO. The transition period from conventional to organic farming should start: (a) two years before sowing or planting (for annual plants); (b) two years before grazing or harvesting on pastures or meadows for use as organic fodder; and (c) three years before the harvest of organic products, (for perennials, except for fodder plants). In organic animal husbandry, it is not allowed to organize animal husbandry without sufficient land for grazing the animal. Herbivores must have access to pastures, and all other animals must be able to stay in open spaces. The certification body may make exceptions when the animal's physiological condition, adverse weather and soil conditions permit such exceptions, or the structure of certain "traditional" farming systems restrict access to pastures, provided that the health of the animals is guaranteed. Animals used to produce products that meet the requirements of this standard must originate from birth or breeding, from production units that meet this standard, or be the offspring of parents bred in accordance with the conditions specified in this standard. They must be raised in this system throughout their lives. Animals must not move between organic and non-organic farm units. Livestock animals that do not meet the requirements of this standard may be replaced.
