To achieve the overall goal of the Policy of promoting access to social justice and improved well-being of the vulnerable and disadvantaged groups of people, main objectives are the following (i) strengthen coordination and collaboration among all the stakeholders providing social welfare services at all the levels; (ii) facilitate the enactment of relevant social legislation, guidelines and standards; (iii) mobilize adequate resources; (iv) promote evidence-based programming using research results and information sharing among social welfare service providers and stakeholders; (v) build the capacity of social workers for effective and efficient delivery of quality social welfare services; and (vi) promote good governance and accountability systems at all levels. The Policy focuses on 5 priority areas namely (1) coordination of social welfare services ensure that proper mechanisms are put in place; (2) regulation of social welfare services; (3) resources for social welfare services to ensure that adequate technical and financial support is provided, accountability and transparency are respected, and relevant infrastructure is provided; (4) information, communication and advocacy to ensure proper systems for the generation, retrieval and utilization of data; and (5) human resource capacity for social work, particularly to ensure a greater community participation.
