Given the conflict situation in the country shortly after its launch, the validity of the document was reviewed for another 5 years (2003-2007). With all the political turbulence that has taken place in the country, during this 10-year period, when PNDS I was in force, there was no systematized follow-up process and no comprehensive review of the strategic objectives or policies adopted.
