It includes the different actions of the federal government that intend to respect, protect, promote and provide the Human Right to Adequate Food for all people in Brazil. The Plan will be guided by the eight guidelines of the National Policy on Food and Nutritional Security (PNSAN) and will be constructed by the inter-ministerial Chamber of Food and Nutrition Security based on the priorities established by CONSEA from the deliberations of the National Conference on Food and Nutrition Security. The Plan should: to analyse the national situation of food and nutritional security; have a duration of four years and validity corresponding to the multi-annual plan; consolidate the programmes and actions related to the guidelines designated in art. 3 and indicate priorities, targets and budget requirements for their implementation; to clarify the responsibilities of the organs and entities of the Union that are members of SISAN and the mechanisms of integration and coordination of that System with the sectoral systems of public policies; to incorporate territorial and inter-sectoral strategies and articulated visions of the demands of the populations, with attention to the specificity of the diverse population groups in situation of vulnerability and food and nutritional insecurity, respecting the social, cultural, environmental, ethnic-racial diversity and equity of gender; and define its monitoring and evaluation mechanisms.
