The Plan verifies liabilities of different governmental agencies for prevention and combating the oil pollution and hazardus substances in the rivers and sea. The Ports and Maritime Organisation is the national authority being responsive to the accidents that result in environmental damages. The Department of the Environment is in charge of implementing international conventions in this respect. The Plan requires for special observation in the protected habitats, national parks and protected environmental areas. A Committee comprising of representatives of different ministries and governmental organisations shall be nominated for planning, coordination and observation the implementation of the Plan. The Committee shall report immediately any polluting accident and request for supporting operations. The Committee should report on the latest conditions of the accident. The form and process of reporting is verified in this Policy. The Plan also verifies duties of the organisations at the provincial level for implementation of its goals.
