The Ordinance specifies the purposes, criteria, and procedures for creating national parks, as well as the regulations and offences related to them. This Ordinance has the purposes (a) of conserving and enhancing the natural beauty, wildlife and cultural heritage of the areas which it appears to the Governor by reason of their natural beauty and and the opportunities they afford for open-air recreation; (b) of promoting opportunities for the understanding and enjoyment of the special qualities of those areas by the public; and (c) conferring upon the public at large the right to roam in national parks. The Governor may designate any area of countryside as a national park with the consent of the owners and occupiers of the land, and in accordance with any designation and access agreement. The land must be open country and have natural beauty and recreational opportunities. The designation does not prevent or restrict the use of the land by the owners or occupiers, except as specified by the ordinance or the agreement. The public has the right to roam on foot or on horseback in any land comprised in a national park, unless it is excepted land or prohibited by any enactment or regulation. The ordinance lists the categories of excepted land, such as buildings, cultivated land, minefields, etc. The Governor may make regulations to prohibit or restrict certain activities in any national park or part of it, and to specify the fines for violating them. The ordinance also defines a number of offences, such as lighting fires, disturbing wildlife, littering, hunting, etc., and the penalties for committing them.
