Such plan shall serve as a guide for all activities related to management and administration of a protected area. The Plan shall be prepared in a draft by the Director in consultation with the Commission, and members of the Public affected by shall be notified on the contents and, after this amendment takes effect, also the sate when such plan takes effect. System by agreement between the Minister and the owner of the land (sect. 6). A National Parks Commission is established under section 9. Administration of the System is entrusted to the Director of the Department of Agriculture and Fisheries. Functions of the Director are outlined in section 10. For each protected area an area management plan shall be prepared by the Director in accordance with sections 11 to 14. Activities in protected areas shall be consistent with the purpose of the protected area and the management plan (sect. 15). Regulation making powers of the Minister are specified in section 25.
