The object of the council shall be to preserve and protect the historical and cultural heritage, to encourage and to promote the preservation and protection of that heritage, and to co-ordinate all activities in connection with monuments in order that monuments will be retained as tokens of the past and may serve as an inspiration for the future. The Council shall recommend to the Minister the declaration of any monument as a national monument and shall manage and preserve national monuments. If a monument is situated on land not belonging to the Government, an agreement may be made with the owner for use and development of the land on which the declared national monument is situated.
