The Secretary of Commerce shall conduct a 2-year pilot project to enhance funding for designation and management of national marine sanctuaries. The measures to enhance funding include the finding and designation of persons as sponsors, the creation, adoption, and publication in the Federal Register of a symbol for the national marine sanctuary program or for individual sanctuaries, and the authorization of the use of the symbol by the sponsors (sect. 2204).
