Abstract The amendments of the principal Act concern environmental impact assessment and in particular the implementation of general objectives of integrated environmental management. According to section 24 (2) the Minister may with the concurrence of the Member of the Executive Council (‘MEC’), and every MEC may with the concurrence of the Minister, in the prescribed manner: identify activities which may not be commenced without prior authorization from the Minister or MEC; and identify geographical areas in which specified activities may not be commenced without prior authorization from the Minister or MEC and specify such activities. These amendments identify the procedure for (de) listing of activities or areas and the identifying the competent authority. It also provides for publication of list, minimum conditions attached to environmental authorizations, offences relating to commencement or continuation of listed activity, Registration Authorities and appointment of external specialist to review assessment.
