The amendments concern: the introduction of certain specific words and terms; the establishment of the National Air Quality Advisory Committee; consequences of unlawful conduct of listed activity resulting in atmospheric emission and impacting on the environment and the human health; a description of the public participation process followed to realise a report of the activities; the drafting of an environmental management programme; monitoring, evaluation and reporting on the implementation of an approved pollution prevention plan; the empowerment of the Minister as licensing authority in case of trans-boundary applications where the air activity forms part of national priority project, or it is also related to the environmental impact and waste management activities, exploration or production activity; provisional atmospheric emission licence; addition of offences for non-compliance with controlled fuels standards; the development of regulations on climate change matters and the procedure and criteria for administrative fines; deletion of certain obsolete provisions.
