Abstract This Act, consisting of 28 sections, creates the National Energy Efficiency and Conservation. It establishes composition, duties and responsibilities of the above mentioned Authority, entitled to: a) serve as a focal Federal authority for carrying out and coordinating the implementation of all energy conservation programmes in all sectors of economy; b) manage, implement and enforce the provisions; c) prepare or update national energy conservation policy for the approval of the Board; d) prepare draft regulations to be made by the Board pursuit to the provisions of this Act; e) recommend national energy efficiency standards to the Board and after approval by the National Standards Body ensure implementation of these standards; t) coordinate energy conservation policies and programmes nationally and internationally; g) establish protocols of coordination between relevant functionaries of the Government and serve as the information house on energy conservation and management: h) initiate demonstration, research and development programmes in support of its functions; i) establish, infrastructure and take appropriate institutional development and capacity building measures for effective implementation; j) establish systems and procedures for surveys, monitoring and audit to prevent the inefficient use of energy resources and recommend implementation of specific energy conservation measures; k) establish and maintain accredited laboratories for conducting analysis to help the Authority performing its functions and conducting research in various areas of energy conservation; l) seek information or data relevant to its functions; m) recommend the adoption of financial and fiscal incentives or schemes for achieving energy conservation objectives; n) request for foreign technical and financial assistance, etc. Full text English Website www.senate.gov.pk
