This Act lays down provisions on the functions and role of the Minister; establishment, functions and powers of the National Energy Authority and the National Energy Authority Board; functions of the Managing Director and staff of the Authority; funds of the Authority, including the National Electrification Trust Fund, and fiscal duty and obligation of the Authority; general, technical and economic regulation of electricity energy services; licensing of electricity entities and undertakers; method of identification of traditional landowners; safety and technical requirements of works, electrical installations and equipment; powers of eleciricity inspectors; and offences and penalties. For the purposes of Sections 29 and 41 of the Organic Law on Provincial Governments and Local level Governments, this law relates to a matter of national interest, including but not limited to: (I) downstream activities relating to oil, gas, coal and geothermal;(II) regulating of generation, transmission, distribution and retailing of energy from renewable and non-renewable energy; and (III) benefit-sharing arrangements between the investors, national government, provincial governments and landowners relating to the development of all energy resources.
