Abstract This Act sets forth provisions on the establishment of the National Disaster Council to provide consultancy to the Minister on all matters related to disasters, approve and coordinate all preparedness, response and recovery activities, control all operations connected with disaster, and provide financial assistance to Committees. The National Disaster Council may establish advisory committees and control groups in case of need. Furthermore, a National Disaster Management Office shall be established by the Minister to be responsible to the Council regarding national disaster planning, monitor the implementation of the national disaster plans, report to the Council annually, execute provincial disaster plans to ensure preparedness at provincial level, and perform the other duties assigned by the Council. The Chairman shall issue directives or take actions without the approval of the Council in case of emergency to safeguard human life and property. Moreover the National Disaster Council Fund will be established. The Minister may make regulations for giving effect to the purposes and provisions of this Act.
