Abstract The National Development Plan is an instrument with a multi-sectoral approach whose vision for Somalia is a sovereign people working together to lay the foundation of future growth. The Plan is composed of eleven Chapters, as follows: (I) Background and introduction; (II) Consolidating peace, inclusive politics, security and rule of law; (III) Poverty in Somalia; (IV) Somalia medium term fiscal strategy; (V) Economic development (this Chapter includes measures on agriculture, livestock, fisheries, hydrocarbon and mineral sector); (VI) Building effective and efficient institutions; (VII) Social and human development (health, nutrition, education, water sanitation, labour and employment, gender and children’s rights); (VIII) Infrastructure; (IX) Building resilience capacity; (X) Spatial development and perspectives in Somalia; (XI) Effective plan management, implementation, monitoring and reporting.
