Abstract

The National Development Plan (NDP) for 2013-2017 is the first medium-term plan prepared under the new Constitution of the country has long-term strategic framework established by the National Strategy called "Angola 2025" laying down the broad guidelines for the development of Angola, such as: guaranteeing the fundamental rights and freedoms and the development of civil society; ensuring the improvement of quality of life, fighting hunger and extreme poverty; promote sustainable, competitive and equitable development ensuring the future to generations to come; promote the development of science, and technology; developing the entrepreneurship and private sector (pag. 39). The objectives described in this Plan aim to: promote integrated and sustainable development of the agricultural sector by the exploitation of the potentiality of productive natural resources and the competitiveness of the sector in order to ensure food security and domestic supplies of regional and international markets in light of a gender sensitive approach (pag. 47). As specific priorities, it prescribes the following objectives: to develop a competitive agriculture based on the orientation of family production for the market and the relaunch of the entrepreneurship sector. To achieve self-sufficiency of basic foodstuffs, promoting a set of logistical infrastructures, trading and distribution network, enabling the realization of surplus production and supply throughout the territory of productive "inputs", actively contributing to the elimination of hunger and poverty and to the harmonious development of the territory (pag. 182).
