The Committee shall devise programmes and schemes for the promotion and development of cultivation of sugar cane. Further it shall advise the Minister on matters pertaining to the maintenance and the development of the cane farming industry and carry out other functions specified in section 4. The members of the Committee shall be appointed by the Minister according to section 3. Guyana may be divided by the Minister in district in which a District Association shall be created. Such Association shall make recommendations and representations to the Committee on behalf of cane farmers on matters relating cultivation. The Committee shall keep a register of districts and farmers in each district and of all contracts entered into between a farmer and manufacturer for the cultivation, sale and processing of sugar cane.
