Notwithstanding s. 3(1) of the Dangerous Goods Transportation Regulations, these Regulations apply to all handling, offering for transport and transporting of special waste, as it relates to the multiple collection of special waste, whether or not for hire or reward, within the Yukon. Section 4 establishes that no person shall offer for transport a special waste unless: a) she or he first obtains a consignor identification number from the Minister; and b) provides this number to every carrier to whom a load is offered for consignment.
