"Mountain catchment area" means any area declared by the Minister under section 2 to be a mountain catchment area. The Minister may issue directions to the owner or occupier of land which is situated within any mountain catchment area with reference to land in mountain catchment areas, relating to: (a) the conservation, use, management and control of such land; (b) the prevention of soil erosion, the protection and treatment of the natural vegetation and the destruction of vegetation which is, in the opinion of the Minister, intruding vegetation; and (c) any other matter which (s)he considers necessary or expedient for the achievement of the objects of this Act in respect of such land. The Minister may in respect of any mountain catchment area establish an advisory committee to advise him or her in relation to matters referred to in this Act. Remaining sections of this Act provide, among other things, for fire protection plans for areas concerned and the powers of enforcement and implementation and prescribe offences and penalties.
