No owner, lessee or occupant of any premises shall keep standing water on the grounds under his or her control if that water is not treated against mosquito in accordance with section 1. All reservoirs, cisterns, barrels, tanks or other receptacles used for water storage shall be made mosquito proof in a manner satisfactory to the Director of the Department of Public Health and Social Services. The Director may establish rules and regulations relative to mosquitoes, mosquito breeding conditions and mosquito propagation as may be necessary to control disease-carrying mosquitoes or to control mosquito-borne diseases.
