All land around any building or dwelling shall be kept clear of mosquito breeding and resting places, water shall be stored in such way as to be protected against mosquitoes, land shall be kept clear of specified vegetation, and littering and dumping is prohibited. Health Inspectors shall carry out inspections on private land and whenever they find mosquitoes or mosquito larvae they shall make an order prescribing necessary and practical measure for the eradication of them.
