Abstract

This Act provides with respect to water supply and sewerage in Mombasa County. The Object and purpose of the Act is to establish reliable systems for delivery of water and sewerage services. The Act aims, among other things, at ensuring the provision and delivery of potable water to consumers and securing and sustaining progressive realization of the human right to water. The County Executive Committee Member for the time being responsible for Water, Environment and Natural Resources shall be the principal organ for the implementation of this Act. He or she shall be responsible for, among other things, policy development and implementation (also policies on poverty and equitable water and sewerage services. The County Executive Committee Member is required to formulate a County Water and Sewerage Services Strategy in accordance with article 10 of the Constitution. Contents of such strategy are outlined. There is established the Water and Sewerage Services Directorate and the Mombasa Water and Sewerage Services Corporation. The County Executive Committee member shall, through the Directorate, undertake monitoring and evaluation of the Corporation in the performance of its mandate.
