Abstract: These Regulations implement EC legislation on food additives others than colours and sweeteners. "Miscellaneous additive" is defined in regulation 2 as "any food additive which is used or intended to be used primarily as an acid, acidity regulator, anti-caking agent, anti-foaming agent, antioxidant, bulking agent, carrier, carrier solvent, emulsifier, emulsifying salt, firming agent, flavour enhancer, foaming agent, gelling agent, glazing agent, humectant, modified starch, packaging gas, preservative, propellant, raising agent, sequestrant, stabiliser or thickener, but does not include any processing agent. The principal Regulations: (a) prohibit the use in or on any food of any miscellaneous additive other than a permitted additive; (b) prohibit the use of miscellaneous additives in or on any food otherwise than in accordance with the Regulations ; (c) prohibit the sale for use in or on food of any miscellaneous additive other than a permitted miscellaneous additive; (d) restrict the use of miscellaneous additives primarily as carrier or carrier solvent and the presence of such additives in certain food; (e) restrict the sale of additive for use primarily as a carrier or carrier solvent; (f) prohibit the sale of food containing any added miscellaneous additive other than a permitted miscellaneous additive.
