Abstract In accordance with article 2, clause 5 of the Seed Law, the Regulations identify three seed classes: Foundation seed, Registered seed and Certified seed. Further provisions establish: (a) the qualifications that agricultural agencies and farmers must possess for the production of improved seeds; (b) the requirements for the designation of seed farms; (c) the modalities of field inspections and the seed standards testing and re-testing procedures; (d) the issuance of the certificates by inspectors. The Decree is followed by three Appendixes containing model form of the application for seed production, field inspection, seed testing, etc. and of the certificates to be issued by the competent authorities. Appendix 1 regulates the modalities for the testing, inspection, classification and certification of the different seed varieties (e.g., rice, barley, soybean, corn, millet, white potato, sweet potato, sorghum, red bean, etc.).
