The Rules, among other things: prohibit littering of and the disposal of waste in public places; prohibit, save by permission of the Minister, grazing of any animal to graze in, upon or over any public road or place; require owners or occupiers of premises to keep vegetation and waste under control; and empower the Director of Public Works to take measures if the Rules are not observed.
