It contains detailed rules regarding management, functions, powers, financial arrangements, staff, etc. The Ministry shall have various departments including the Food Department and the Natural Resources Department. The Food Department shall consist of: a food safety unit, a unit for animal and plant health, a unit for rural development, a unit for rural network and an agricultural unit. The Natural Resources Department shall include a unit for fisheries, a unit for recreation, a unit for natural resource and water management, and a forestry and bioenergy unit. For coordination of matters related to the European Union, there is a unit for EU coordination which shall be administratively governed by the Food Department. The Regulation sets out the filed of activities of each Department and the functions of each unit. The Natural Resources Department will also be responsible for the Forest Agency, the Finland Forestry Centre, Forestry Development Centre Tapio and the Finnish Wildlife Agency.
