Abstract

This Regulation consisting of 17 articles and 4 Annexes aims at entrusting the General Directorate of Climate Change at the Ministry of Environment and Climate Affairs to apply the provisions to the projects, listed in the attached Appendix B, which could effect on the environment and climate change. Main tasks of the Directorate are: (i) develop and implement regulations and decisions on climate change adaptation and mitigation; (ii) setting standards to be met; (iii) setting instructions; (iv) issue permits; (v) carry out emission reduction measures. The licensee is obligated to take the necessary mitigation measures (such as using highly efficient, less energy-consuming, and low-emission technologies during the design and operation of the project or facility; submitting a plan for afforestation of the project or facility area by selecting trees and plants appropriate to the local environmental conditions; using renewable energy sources) and adaptation measures (take into account the expected negative effects of climate changes on the project site, facility, or work area; take appropriate measures to reduce the effects of high temperatures, and apply water use efficiency requirements during periods of drought and scarcity of water resources) measures. The owner of any project, facility or work area listed in Appendix B shall obtain the license. The license lasts two years, possible to be renewed. The licensee is obliged to submit an annual report on GHG emissions. Existing projects shall be in accordance with the provisions of these Regulations within a period not exceeding 3 years. Annex 1 lists the Greenhouse gases; Annex 2 deals with the establishments and projects subject to licensing procedures; Annex 3 specifies the ranges of greenhouse gases; and Annex 4 indicates the financial fees for licenses.
