Abstract

This Law is composed of 26 articles. Article 1 gives terms and definitions. Article 2 deals with fields of application of Law No. 39 of 1992. Article 3 defines kinds of fertilizers and requirements for fertilizers and agricultural amendments (chemical fertilizers, simple fertilizers, TSP fertilizers, DAP fertilizers, MAP fertilizers, MKP fertilizers, composed and mixed fertilizers, fertilizers of the smallest elements, fertilizers for internal plants, organic fertilizers, powder fertilizers, biologic fertilizers, seaweed fertilizers, lifts and residues of domestic waste, liquid fertilizers, fertilizers containing NPK, agricultural amendments). Article 4 lays down requirements, conditions and measures for advertising fertilizers and agricultural amendments. Article 5 defines requirements and conditions for fertilizer packages and agricultural amendment packages. Article 6 lists requirements, conditions and measures for the examination, control and analysis of fertilizers and agricultural amendments. Article 7 specifies objectives of the analysis. Article 8 gives the right to the concerned person to protest against analysis results. Article 9 specifies that the complaint should be presented to the concerned Department along with the analysis certificate and a sample. Article 10 defines the procedures and steps for repeating the analysis. Article 11 deals with measures to be taken against fertilizers and agricultural amendments that do not comply with these provisions. Article 12 defines the requirements and measures for the production and manufacturing of fertilizers and agricultural amendments. Article 13 has to do with the application for licences and the documents necessary. Article 15 prohibits the circulation of fertilizers and agricultural amendments before registration. Article 19 lists requirements and measures for the importation of fertilizers and agricultural amendments. Articles 20 and 21 refer to applications, documents and certificates necessary for the importation of fertilizers consignments. Article 23 entrusts the concerned Authorities to control and monitor industries producing fertilizers and agricultural amendments. Article 25 invites all concerned persons residing in UAE to regulate their position according to the provisions of this Law within 6 months from the date of entry into force of it.
