Abstract This Ministerial Order approves the Regulation for Customs Clearance of Goods. The Regulation, consisting of 82 articles divided into eleven Chapters and one Glossary, applies to goods, valuables and means of transport subject to customs clearance and to the control of persons in the customs territory. The entry or exit of persons, goods, valuables, and respective means of transport, in or from the customs territory, is subject to Customs control and must be carried out through duly authorized ports, airports and customs offices. Persons entering or leaving customs territory are also subject to customs control. Goods entering, staying in or leaving customs territory are subject to customs control until they are outside the area under the competence of such Customs, including goods that are on board and in travellers' luggage.
