Abstract

This Ministerial Order approves the Guidelines on Resilience to Natural Threats, Environmental and Social Safeguards for School Buildings. This Diploma establishes guidelines on resilience to natural threats, environmental and social safeguards for school buildings. It classifies the recurrent threats in Mozambique as follows: cyclones, floods, droughts and earthquakes. Technical measures to increase resilience to natural threats are applicable in school buildings in conventional or mixed material, under the following conditions: a) New constructions and extensions; b) Rehabilitation, consolidation or reinforcement; c) Post-disaster reconstruction. Resilience and environmental and social safeguards in school buildings aim to: a) Reduce the vulnerability of school buildings to the effects of climate change and natural disasters, integrating specific elements that improve resilience to recurrent natural threats from cyclones, floods, droughts and earthquakes; b) Guide the construction, rehabilitation, reinforcement of school buildings and post-disaster reconstruction, following technical standards that ensure their resilience against the most frequent natural threats in the respective area; c) Guide the construction, reinforcement of school buildings and post-disaster reconstruction, following standards and guidelines for environmental and social safeguards in order to ensure the protection of the environment and surrounding communities, as well as the protection of users.
