Federal Energy Commission is federal executive body authorized to regulate activity of the subject of natural monopolies within fuel and energy complex and transport, as well as to carry out state regulation of tariffs for electric and thermal energy. The main functions of the Federal Energy Commission are: 1. regulation and control over the activity of the subjects of natural monopolies in the sphere of transportation of oil and oil products through main pipe-lines, transportation of natural gas through gas pipe-line; 2. services by transport terminals, fluvial and seaports, including tariff regulation; 3. state regulation of tariffs for electric and thermal energy.
