Ministerial Decree No.938 of 1998 regarding state energy survey.

Premier, for the purpose of more efficient use of energetic resources, decrees to validate the Regulation on state energy survey. State energy survey makes part of the system of the Ministry of Fuel and Energy and unites survey organizations and inspections in the sphere of fuel and energy complex for the purpose of more efficient use of energy resources in the Russian Federation and safe running of energetic equipment. The main tasks of state energy survey is to carry out control over the technical state and safe maintenance of electric and thermal equipment, consumers of electric energy, equipment and the main constructions of power stations, electric and heating network of the distributors of electric energy, rational use of electric and thermal energy, oil, gas, coal, peat, oil-shales and their derivates at the enterprises, organizations and institutions irrespectively of their form of property.
