Abstract This Decree comes forth to support the structural framework for energy efficiency in buildings, to enhance the life quality of citizens and to improve the overall environmental conditions in cities. According to its provisions, establishing green tops (planted surfaces) on roofs and open spaces of legally build buildings (and those falling under sections d, e and f of paragraph 2, article 23, law No. 4014/20110) is allowed, provided that such green areas are not against the terms and rules already in effect. The soil sub-layer of plants, with the stratification of specific materials, is not permitted to exceed 40 centimetres above the maximum allowed height of the building. Vegetation growing on it shall not exceed 3 metres in height. The type of vegetation, soil sub-layer, the system of multileveled stratification of specialised materials, as well as the irrigation system shall be described in a technical report, as it is established in article 2 of the present Decree.
