Abstract The Government decrees to entitle the Ministry of Environmental Protection and Natural Resources to ensure the fulfilment of the obligations of the Russian Federation within the framework of the Inernational Convention for the Regulation of Whaling of 1946 and the International Whaling Commission, including co-ordination of activity of the respective ministries and departments. The Ministry of Foreign Affairs, the Ministry of Environmental Protection and Natural Resources in accordance with the Committee for Social and Economic Development of the Northern Area must nominate the Commissioner of the Russian Federation at the International Whaling Commission, to ensure the participation of the Russian Federation at the sessions of the Commission and its organs and to validate the instructions to the Russian representatives enlisting in case of necessity other Russian ministries and Departments. The Government establishes that whaling by Russian physical and juridical persons can be carried out on ly in accordance with the regulations envisaged by the International Whaling Commission. Commercial whaling is prohibited for the period of validity of the moratorium for commercial whaling established by the aforesaid Commission. Whaling for scientific research purpose and for the consumption by the indigenous population of the Tchukotka autonomous region (aboriginal trade) within Exclusive Economic Zone of the Russian Federation as well as by the Russian physical and juridical persons outside it can be carried out only within the framework of scientific research programs and within the limits of quotas established for aboriginal trade approved by the International Whaling Commission.
