Abstract Ministry of Natural Resources and Environmental Protection shall be the authorized state institution in the sphere of nature management carrying out common state policy in the sphere of environmental protection and rational management of natural resources, hydrometeorological activity, ecological certification and environmental audit. The Ministry shall carry out the following functions: (a) rate setting and standardization; (b) hydrometeorology and environmental protection; (c) safety of genetic engineering (except for areas pertaining to the competence of other state institutions); (d) issuance of licences for some activities such as emissions, special water uses, boring, waste disposal and transboundary movement of waste; (e) state audit (including GMOs and subsoil).
