Abstract This Decree validates the Statute of the Federal Committee on Land Resources and Land Survey. It establishes that the functioning of this Committee is regulated by the Russian Constitution, Laws, Rulings of the Congress of People's Deputies, Orders of the Supreme Soviet, Presidential and Governmental Decrees and Orders and by this Statute. Federal Committee on Land Resources and Land Survey, (ROSKOMZEM), carries out the state policy in the field of rational use and protection of soil, environmental improvement; puts into effect land privatization; exercises the state control over the use and protection of soil; keeps up land cadastre and land monitoring; puts into effect land survey; organizes scientific research in the field of land survey, land cadastre and land monitoring; sets up the land database as regards Federal land and other types of landownership; elaborates incentives for the rational use and the development of all forms of land management.
