Abstract

This Ministerial Decree establishes the modalities of examination of the applications for subsoil management in case of discovery of mineral deposits on the plots of subsoil of the federal significance. The applications are related to the discovered mineral deposits in the course of exploration carried out from own funds of subsoil manager except for exploration carried out in accordance with state contract. It also regards decision-making related to authorization or refusal of exploration or mining licence to legal persons with foreign investors or to foreign investor in case of danger to the national defence. The applicant shall submit to the Federal Subsoil Management Agency the following documentation: (a) copy of constitutive documents; (b) list of persons that make part of the group of subsoil managers; (c) tax inspection registration certificate; (d) accounting-balance sheet; (e) certificate of the availability of own funds for exploration and mining; (f) availability of technological equipment and qualified staff; (g) copies of the previously issued exploration and mining licences; (h) data on projected putting in operation of mineral deposits and projected mineral extraction levels; and (i) documented data on exploration and mining on the plots of subsoil conceded to subsoil manager.
