State monitoring of water bodies shall be an integral part of state environmental monitoring and shall be carried out in all water bodies pertaining to the state water fund. State monitoring of water bodies shall entail surface water and groundwater monitoring as an integral part of subsoil monitoring. State registration of surface water and groundwater shall entail a systematic determination of qualitative and quantitative indices of waters present on the national territory. Natural and legal persons carrying out water management shall: (a) register water abstraction and effluent waste water discharge; (b) install water metering devices; (c) undertake laboratory testing of effluent waste water to determine its chemical composition; and (d) submit information on accidental effluent waste water discharges to the authorized environmental institution.
