Land monitoring shall have the following purposes: (a) timely discovery and assessment of changes in the state of land and elaboration of recommendations to prevent or mitigate negative impacts; (b) data collection and reporting on state land cadastre; and (c) access to information on the state of land. Land monitoring shall entail: (a) data collection, processing and storage; (b) continuous observation of purposeful and authorized land management; and (c) analysis and qualitative assessment of the state of land.
