Service providers for such testing shall selected in accordance with national legislation on the procurement of products and services for public needs. Seed quality testing shall be mandatory for national producers of agricultural commodities, producers of original and elite seeds (first, second and third generations), state seed testing laboratories and state seed reserves. Testing shall be carried out official seed quality testing laboratories in accordance with relevant standards (complete analysis) and one or several indices (incomplete analysis) such as germinating capacity, humidity, mass of 1 000 seeds, infection rate and pest colonization.
